Criteria of Authorization and Acceptance

Environmental
compatibility:
An environmental compatibility study (UVS) was ordered and approved by the ministry of the environment of Lower Saxony in June 1997.
Landscape: In co-operation with the Environment Office an additional plan for the landscape conservation was developed on the grounds of the environmental compatibility study (UVS).
Scenery: Disturbances of the landscape in the Wybelsumer Polder were minimized by means of various planting measures covering 4.5 km.
Fauna: The impact on the fauna was examined and assessed in the environmental compatibility study and accompanying landscape conservation plan. These showed that the measures taken were environmentally friendly and sufficiently compensated for.
Noise pollution: A max. Noise limit of 100 dB (A) is guaranteed by the company Enercon GmbH for each wind energy converter.
All noise levels are below recommended noise levels (mixed area: 45dB(A), residential area: 40dB(A)).
Wind shadow: A study by the German Institute for Wind Energy identifies a number of areas affected by shadows. These problem areas are responded to by specific management schemes of the system.
Noise pollution and wind shadow: For the running permission procedure, the city of Emden ordered the Technical Inspection Agency (TUV Nord). The TUV was asked to check the surveys of noise pollution and shadows in terms of plausibility. The TUV Nord applied this to the E66 and drafted an expert's summary.
Disco effect: The reflection caused by the rotor blades (Disco effect) is effectively prevented by using a non-reflective coating.
Infrasound: Recent surveys show that infrasound had no effect on people.
Decommissioning: After 20-25 years the wind energy converter is dismantled down to foundation. The costs for dismantling are covered by accumulated reserves from the annual income.
Agriculture: Five farmers are affected by necessary compensation and construction measures for access ways in the Wybelsumer Polder. Future hardship claims are currently examined and covered by the city of Emden and the port authorities of Lower Saxony.
Compensation
and replacement
measures:
The impacts on the environment and landscape were compensated by appropriate measures in compensation areas within the Wybelsumer Polder and around the "Gross Midlumer Meede" (borough of Hinte).
Maintenance
and Service:
Interruptions and breakdowns of machinery are covered by an on-site service facility. In case of an emergency, a service team is at hand at all times.
